looking at the bigger picture. host: what led to the fiscal cliff? guest: the fiscal cliff is the combination of a bunch of different tax and spending decisions made by washington, dating back over the past 12 years. we had the bush tax cuts that began in 2001 and 2003. we extended them under president obama. those are set to end on monday. $110 billion in annual spending cuts were agreed to under president obama as part of the debt ceiling negotiation. those begin on tuesday. we have the payroll tax cut in place for two years, takes about two percentage points off people's taxes, bill will end on monday. business tax breaks, bill will end on monday. the alternative minimum tax, which is confusing, but it would be a disaster if that was not taken care of, because it would raise the taxes of about 30 million americans for their 2012 income and 2013. and all the confusion could screw up the whole tax filing season. who knows when you will be filing your taxes, because the irs does not know which tax rates will be applied and who will be responsible for paying what. so it's go

at 2:00 p.m. eastern. no legislative work is expected. we have an update on fiscal cliff negotiations this morning on "washington journal." guest: this is a recession between christmas and new year's. i do not know. maybe they should finish their work. you will see some push in the next few days to get a small deal done. viewers are fan of the process. anything that gets done needs to be done quickly before new year's to be signed into law. today is the 27. and so you have a few days left for lawmakers to make a deal. the president's should land at some point. there is a 5 hour time difference. they have to figure out something. it seems likely will go over the cliff. it has been looking like that before the holiday, but certainly now, particularly if you remember for congress broke for the christmas break, speaker raynor was not able to get the backup plan through his caucus, so there was no pressure on democrats to try to counter that immediately. senate democrats saying we passed a bill that raises tax rates on incomes over $250,000, we ran on this and this is what we are offering.

at the bottom of your screen runs out. so where do fiscal cliff talks stand at this critical hour? nbc's kristen welker is on the north lawn and luke russert are both following developments this saturday afternoon. kristen, i'll start with you. any indication at this particular point as to what's happening behind closed doors this afternoon? >> reporter: well, i think most of the action is going on in the hill where staffers with majority leader reid and minority leader mcconnell are trying to conjure up some last-minute deal and this plan would not be the grand bargain that john boehner started initially working on. that plan would have dealt with tax reform and deficit reduction and this will be a much more scaled back version that will deal with the issue of taxes and that is still the big sticking point, taxes. of course, democrats and president obama have called for tax rates to increase on those making $250,000 or less. republicans have said that's way too low. so they're thinking about potentially compromising on a rate that would be $400,000 or $500,000, but some republicans are saying t

intractable debate and that's the fiscal cliff. congress has left town and there's no deal here. senator schumer, the president is now proposing a smaller deal. are we going to avoid the fiscal cliff by the first of the year or not? >> i hope so. if you look at the final positions last monday of both the president and speaker boehner, they were this close, they were this close to a solution. the president was about $200 billion higher on revenues, speaker boehner $200 billion higher on spending cuts. out of a $4 trillion budget, that doesn't seem insurmountable. so i hope they would keep talking. my one bit of advice to speaker boehner is this -- you cannot pass a bill with just republicans. on a broad thing like this, you need both and he has put himself with plan b in sort of an impossible position. he has to get these hard right guys to go along with him. if he were to say and the president were to say we're going to pass a bill with a majority of democrats and majority of democrats in the house and senate we could get a mainstream bill. i know he's worried about his speakership but w
